Windows 10: Microsoft Cities:Skyline PC Windows 10 - Navigation Help Needed

I purchased and installed a PC version of Microsoft Cities:Skyline on my Surface Book SB. The SB meets or exceeds the required performance requirements listed in the docs. I have attempted navigating around the game surface both manually from the keyboard and with my Microsoft bluetooth mice either an Arc mouse or a wheeled mouse. Regardless, navigation is extremely frustrating and seems to have a mind of its own - it is near impossible to pinpoint anywhere on the screen to install a road, utility or otherwise. I have tried adjusting sensitivity settings both mouse and game settings with no improvement... Can anybody here offer advice or point me to a users group where I might discuss this with others that already own the game and use it on a Windows OS laptop? - Thanks In Advance, Ron

Cities: Skyline windows 10 edition , Not available

So my husband and I wanted to both get the Cities: Skyline windows 10 edition on the xbox game pass for pc. For him it downloaded and installed, but for me, it says: "Not available at this time", which does not make sense as we are in the same house, city
and country. Any ideas on whats wrong?
