Windows 10: Microsoft Download Speed Sucks on Microsoft Store

I've been trying to download an app that really only uses 100 mb of storage, so it should have been downloaded insanely quickly I'm on my school's internet, they pay for a 10 gb/s plan and I'm the only one on the main network, rather than the student's computers' side network courtesy of the tech guys, so the fact that this app's been Pending a download for half an hour is ridiculous. How do I fix it??Edit: Yes, I maxed out windows update settings. I'm running on 100% bandwidth for both background and foreground updates

• The latest update I have showing is "2018-02 Cumulative update for Windows 10 Version 1709 for x64 based system KB4074588"
• I've tried all the below steps suggested by Eeshwar Kumar in this link: Redirecting

Some users have reported that they're experiencing some computer issues after installing KB4074588. In this case, we suggest uninstalling the said update by following the steps below:

• Press Windows key + i to open Settings, then select
  Update & security.
• Click Update history.
• Under Update history, click Uninstall updates.
• Highlight KB4074588, then click Uninstall (beside Organize).
