Windows 10: microsoft family feature wont let me sign in

so ive had the "sign in so you dont miss out" microsoft family feature pop up for about a month now.everytime i try to close it, it pops up again within seconds and when i press "sign in" it takes me to the place where i put in my pincode, i sign in and it immediatly closes down and the pop up is back again within seconds.ive tried pretty much everything, changing my birthdate, removing parental permissions, getting removed from the family group and re-added and im out of options.i would be fine with it if it was jsut running in the background put it keeps putting itsself on top of the stuff i
