Windows 10: Microsoft Family Member Fraud

Today I got a charge on my bank account from my little brother's Microsoft account. It was a 25 dollar charge that I suspect is fraud. My brother and I don't use a Family Safety account, but we do share a debit card for payments. Today at around 5 pm, some random person with the email *** Email address is removed for privacy *** somehow added himself to my little brother's Microsoft Family Safety family account and took 25 dollars from my bank account without either of our knowledges. We already removed him from the family account, but is there anyway we could get the 25 dollar charge refunded or this fraud repor

broken "family member needs to sign in"

Parental controls stopped working. Family.Microsoft.com has alert: "Your family member needs to sign in to their Windows 10 device AngLaptop2014 for family features to work.

But the "how to fix this" says

• Select Accounts > Family & other people
• Under Your family, select your family member, then select Allow
• Have your family member sign in with their Microsoft account if asked to

And the steps don't apply. The account is already allowed, and there is no option to change that.

Now what???
