Windows 10: Microsoft Family - Need permission from parents to open a program?

So I was talking with some friends about a new web browser called Opera GX, and installed it to try for myself. My account has no screentime limitations or anything of the sort, and when I finished installing the program and attempted to run it, a pop up appeared saying that I needed permission from my family members. I'm very confused right now, as the only time limitations were put on this account was when I was much younger and couldn't regulate my own usage. I spoke to my dad, who is an organizer of the family, and he said he hadn't placed any limitations on it. My mom doesn't have a microsoft account so couldn't have done it, so I used my other account to check what was going on. Sure enough, no limitations. Has anyone got a fix for this? I'd prefer if I didn't have to grant myself permission to use a browser. I can't remove myself from the family, that's off the table for numerous reasons, although I could do it if I wanted to.

We appreciate that you perform the steps we've provided. It seems that your account is still included
in your parent's account family list as a child. To further isolate your issue, we'd like to know if you already asked your parent to log in to their account and check if you're still included on their family list. Yes, kindly remove yourself to
the family and check if there will be any changes.

Thank you for writing to Microsoft Community forum.

This could happen when the child account fails to sync with the server. I suggest you to try the steps listed below and check if it works:

• Open
  File Explorer and navigate to the following location:
• C:\ProgramData\Microsoft\Windows\Parental Controls
  
  
  Note:
  The above mentioned directory is hidden, copy and paste the same location on the search bar in the File Explorer to access it.
  
• Delete the contents in the
  \\settings directory of the Parental Controls folder.
  
• Reboot the machine to see if the issue persists.
  

If the issue persists, you may want to remove the child account from Microsoft family and add it again.

Microsoft Family permission

I am not in a family my age is set to Aug 28, 1997 and I am still not able to open google chrome. Says I need to ask a parent in my family for permission. Its really irritating me and I need this fixed.
