Windows 10: Microsoft Intellimouse Explorer 3.0

Using a Microsoft Intellimouse Explorer 3.0 in Windows 10. Whenever I rotate the scroll wheel just slightly faster than normal, the cursor suddenly changes to an arrowhead and it jumps wildly around the document, 10 or 20 lines, or even 2 pages, in the blink of an eye. I have learned that if I immediately 'right click', the movement freezes and a menu opens, and then if I 'left click' anywhere outside the menu, the menu closes and the cursor shape and the cursor function return to normal, but leaving me stranded 50 lines or 2 pages from my previous working point. I suspect this is designed to be some kind of feature to provide very rapid scrolling through massive documents. I never need to do this. It is very irritating, frustrating and time consuming. How do I disable this feature?

As it turns out, the latest driver for Microsoft Intellimouse Explorer is
IntelliPoint 8.2. IntelliPoint 8.2 includes support for the Microsoft Explorer Touch Mouse. You must have a minimum of 1024x600 display resolution to run the practice application. However, it seems that it is only compatible with Windows 7. I would
like to confirm if you were able to use the mouse in Windows 10. In regard with your other concerns, I suggest that you take the device to the store where you bought it.

I recently got a Microsoft-Wireless-IntelliMouse-Explorer but i can not find a receiver for it is there a way i can A) use the mouse without a receiver;

B) use it with some other device; C) buy a new/another receiver.
