Windows 10: Microsoft Photos App Non-Legacy Showing Blank Icons In Place Of Images

So I'm trying to access my photos via the new photos app from both OneDrive and Local Disk folders, but the icons aren't showing anything beyond the default/blank image states, and I cannot open images in this manner either. I've reinstalled, reset, restarted system and reset the app packages but nothing seems to have resolved this issue to my knowledge. I also posted an issue regarding this to the Feedback Hub but it did not gain any traction. Is this meant to be occurring or am I missing something completely? The Photos Legacy app is missing image icons

I installed the Photos Legacy app from the Microsoft Store. I then changed the default image viewer from Photos to Photos Legacy. I immediately noticed that there are no icons for any image files (such as jpg, gif, png files). In other words, if I open up windows explorer and browse to a folder that contains image files, and assuming that the folder's viewing mode is set to either "details" or "list", there should be a little icon next to each image file. The icon is supposed to be a white rectangle with blue mountains on it. But instead, all I see is a white rectangle. Note: I'm not referring to thumbnail previews. They still show up fine.

If I change the default image viewer back to Photos, the icons reappear.

 

The Photos Legacy app is missing image icons

I reset the Photos Legacy app, but the problem still exists.

I think that Microsoft forgot to include an icon file (a file with a .ico extension) for Photos Legacy. For the newer Photos app, the .ico file that it uses is stored in the following folder:

C:\Program Files\WindowsApps\Microsoft.Windows.Photos_2023.11090.12017.0_x64__8wekyb3d8bbwe\Assets

For the Photos Legacy app, there is a folder called "PhotosLegacyIcons", and there are various icon related image files in it, but there is no .ico file. Here is the path of the file:

C:\Program Files\WindowsApps\Microsoft.PhotosLegacy_2023.11080.9004.0_x64__8wekyb3d8bbwe\Assets\PhotosLegacyIcons
