Windows 10: Microsoft Photos bug on fresh installation of Windows 10 on new ssd. Not sure how to fix.

Sorry if this is the wrong reddit for it but I figure since it's built into Win10 it qualifies.

When I navigate between images in a folder in Photos (with left and right or the arrows), when it switches to the next/previous image, for a split second it improperly scales & aligns the image to the left side of the Photos window for about 200ms before it warps the image to the center where it's supposed to be.

It worked normally on my old ssd and works as expected on other computers, normally as in the images start and stay centered/scaled properly when switching between images in the Microsoft Photos app.

It makes scrolling through images a real pain in the ass because it gives me eye whiplash with the images warping back and forth everytime I switch images instead of staying in the same spot. I've tried restarting, reseting the app settings, updating Windows, and nothing works. If anyone has any clue on how to fix it I'd appreciate it.

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?

It's basically what I mentioned above, small issues here and there ,but nothing to end your day.. for the most part.

I know it's anecdotal, but for my experience 95% of the time it's perfectly fine. The issues I've run into wouldn't be enough for me to roll back , but they would be enough (had I not installed it yet) ,to avoid it for another couple weeks which is why I'm suggesting it to the OP
