Windows 10: Microsoft Photos not working....still

I have repaired and restarted the photos app. I have uninstalled and reinstalled the photos app on my windows 10 pc. I just got the full update today 1/-3/19 to version 1809. I just tried the photos app and it still give me an error message when trying to open a JPG file. Does the same for PNG files. It says we cant open this file. This has been happening for weeks now. Sometimes it works and sometimes it does not.

Please help me fix it as I have work to do!

Cheap Photo box that will get the job done

WEll i took on this project for PP hes a hardware reviewer and wants to get the professional looking pics for the Pc parts

Materials:

• Big cardboard box

• a razor

• white material 3 yards

• cone lights

• stapler

• medical tape

• pvc pipe about 6 inches longer than your box

• white paint any cheap finger paint would work

the project I'm guessing will cost me $30 if it works out properly
I will post pictures and step by step as i do it

This issue often caused by a corrupted files. For us to have your Photo app working, we suggest that you restore Photos app package by following these steps:

• Click on Start.
• Type PowerShell, and select Windows PowerShell
  from the list of result.
• Type this command and press Enter:
  • Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
• Restart your computer. Check if the issue persists.
