Microsoft "Saved Passwords" vs "iCloud Passwords"

I have a laptop using Windows 11, an old desktop using Windows 10 too old to be upgraded and an iPhone. I store most files on OneDrive. Typically, I really do not care whether I am synchronized "across all devices." I work in a way that is comfortable and efficient for me. At some time possibly with introduction of Windows 10, Microsoft added a feature to save USERIDs and Passwords in a "secure" way. Turn On or Off Offer to Save Passwords in Microsoft Edge

I just finished some testing, and when you say "No" to saving password for a site, it will add the site to the "Manage passwords" list.

Deleting the site from the list will normally have Microsoft Edge ask you to save the password again afterwards.

If you haven't already, double check the list to make sure all instances of the site has been deleted, or delete all saved passwords to start fresh.

    Password issue

After going through the steps to make a new password, after a week or two, my login credentials are no longer valid. I'm forced to make a new password all over again. It seems to happen if I don't login in a certain period of time. Does our passwords expire???
