Windows 10: Microsoft settings app not working

I have had several Microsoft issues in the past that I think are being caused by one issue. When loading up the settings application, it will appear for a moment, and then disappear. I have seen people with a similar issue on here but their thread was closed and even when they reinstalled Windows it still didn't work. I have tried just about every fix I've found listed including resetting Windows and nothing seems to have worked. I don't have a specific list of things I've tried unfortunately, so any possible fixes would be fine, I just need this to be fixed because this is a vital part of t
