Windows 10: Microsoft Store does not exist "MS-resource:StoreTitle"

Recently did a reset of windows 10 on my laptop, since doing so my microsoft store has not functioned at all. Tried reinstalling windows10 and doing a soft repair with installer. Both have done nothing to help, I've tried a variety of troubleshooting and resets with Windows PowerShell and nothings fixed it. Everything is 'updated' according to the windows but the store doesnt work.

I keep getting " there is a problem with (Microsoft.WindowsStore_2015.7.1.0_x64__8wekyb3d8bbwe?ms-resource://Microsoft.WindowsStore/Resources/StoreTitle) Contact your administrator about repairing. How do I repair it. Also, Microsoft Edge disappeared,
the new notifications button doesn't work, the start button doesn't work. I did a reset and had to reinstall programs and it was working until the restart,

This is on my laptop which was running Win7 Pro. I have a Desktop computer which doesn't have any problems which was running Win7 home premium. Both are 64bit.

 

No Windows Store or Icon

Originally, I asked for help with an unresponsive Windows Store tile. I have tried several suggestions, until I am left with no tile, no Windows Store exists. When I search for the Store on my PC, I get a partial result with the following: @{Microsoft.WindowsStore_2015.25.5.0_x64__8wekyb3d8bbwe?ms-resource://Microsoft.WindowsStore/Resources/StoreTitle}

That's it. No tile, no icon, just that thing when when I ask Cortana.
