Windows 10: Microsoft store downloads are stuck at pending and wont download nor can i cancel them.

my pc is up to date, i have also trouble shooted, i have cleared cache, i reset my computer AND the app i even used command prompt to uninstall the app and reinstall it and it STILL will not complete or let me cancel any of the downloads. Im thinking this HAS to be something on microsofts end

microsoft store downloads stuck in pending, tried to reset the app, that gets stuck in process too. Uninstall is greyed out, now the app won't open at all. Help!

 

Microsoft Store download stuck on Starting Download

On a new Surface Pro 8, my Microsoft Store is stuck on a download of Photos Media Engine Add-On. In the library, it shows as Starting Download and other apps are now only Pending. I cannot cancel the download. I have cleared my cache and rebooted several times. Nothing has changed.

I have recently subscribed to to the gamepass for PC. I tried downloading the XBOX app on Microsoft Store but it seems to be stuck on pending, same with the other apps. I've noticed this problem a few weeks ago but didn't pay attention to it until now. I have tried many solutions from the web including fixes with powershell, cmd, logging off and signing in again on the microsoft store, reseting the app , but none have worked. I tried downloading the XBOX app from the microsoft site, still the installer was stuck with zero progress "Making things awesome". I need help.
