Windows 10: Microsoft Store error 0x80D02017 - Why is this IP dependent?

Preface: This is now resolved, but I am confused so asking in the hopes of helping others resolve this as well.Background: I have a laptop I can update on the home network, but I get the 0x80D0217 error on my work's network. I primarily use the laptop at work a lot of down time at work and have tried to fix this problem for YEARS with no solution in sight.Steps taken: Tried all the guides and fixes no joke, all of them, from disabling IPV6, to doing a bunch of command prompt codes to even doing powershell codes and finally a full wipe and reinstall hard drive died anyway. 0x80D02017 cant get ant apps in store since I am receiving this error code

 

Windows Store app error Code: 0x80D02017

Can someone help? When I try to install an app from windows store I get this: Code: 0x80D02017 error. It is a microsoft game which worked before I updated windows 10, but now this happens and I don't know what to do. Thanks

 

Xbox App and Microsoft store download problems [Error code: 0x80d02017]

When I go to download Ark: Survival Evolved (only ark. everything else works) it gives me the same error code (0x80d02017) on both Xbox app and the Microsoft store. I tell me "There has been an error on our end." I've looked and tried tons of solutions on the web, and nothing has worked. I would appreciate if someone could help me.
