Windows 10: Microsoft store games not transfering to new PC

So I have an issue and I cant figure it out. I'm trying to transfer a Microsoft store game from my portable harddrive to my desktops HDD. I'm using the trick where you start the download on the "to" PC, pause it after a few seconds, go to the WindowsApps folder and replace the place holder game for the fully downloaded folder. Then you just go back to the MSS and resume the download, it then verifies files and I'm good. Its worked many many times on my Local Disk SSD. However, I'm trying to do it on a new HDD I just installed and for some reason its not working. Everything goes smoothly until

It depends on how Windows 10 was originally configured on your computer.

If its a full retail store bought license online or offline, it is transferable to a new computer or motherboard.

If its the free upgrade from a retail store bought Windows 7 or Windows 8 license, it is transferable to a new computer or motherboard.

If its the free upgrade from a OEM preinstalled Windows 7 or Windows 8 license, it is NOT transferable to a new computer or motherboard.
