Windows 10: Microsoft store not present on WIndows 10, re-registering fails

This is the error I got when trying the command to re-register it. I am sure it could not be Microsoft store interfering, since it does not even seem to be on the computer which is the reason I am trying the command in then first place.Any idea how I could deal with the interfering program?For further context: The Microsoft store wasn't working so I tried to do a system reinstall. Upon finishing the reinstall, the store was gone altogether. This has happened a couple months ago.

As you may already know, Windows 10 (as well as Windows 8) allow you to log in with a valid Microsoft account, instead of creating a local account that only works on your machine. However, you may prefer to keep a local account for privacy reasons. If you do, though, some Windows 10 features—like Cortana—may not work. Despite the default behavior, the Windows 10 Store is not one of them. You can still log in to your Microsoft account for just the Store without switching to a full Microsoft account. The process, however, is not terribly obvious. To do so, follow these steps:

• Launch the Store from your Start menu.
• Click the user icon next to the search box.
• Click “Sign-in” from the menu that appears.
• Choose “Microsoft account” and log in like normal.
• When the “Make it yours” box appears do not enter your password. Instead, click “Sign in to just this app instead.”

The error message Windows cannot find ‘ms-windows-store: PurgeCaches’. Make sure you typed the name correctly, and then try again means that your Microsoft Store is not registered. For us to assist you, we suggest that you follow the steps listed below
to re-register your Microsoft Store:

• Press the Windows button + X.
• Click on Command Prompt (Admin).
• In the command prompt, enter the following command:
  
  PowerShell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
• Restart your PC and see if the issue persists.
