Windows 10: Microsoft store says I already own the app HP smart but I don't.

I owned HP smart before I reinstalled my Windows. After approximately a year I needed the app again. When I open the store and type in HP smart it says I already own the app. When I push the button to install, it does nothing. I tried the following advice I found in this community but none worked.I would be very glad for any kind of help as I really need the app.1. Run Windows App TroubleshooterWindows Key+X > Click Settings > Click Update & security > Click Troubleshoot > Scroll down to the bottom > Click Windows Store Apps > Click Run the Troubleshooter2. HP Smart app will not download

I need to get the HP Smart app to run my new printer but it will not download, it says starting download but nothing else is happening. I have tried restarting the computer and logging out of the Microsoft store but every time I restart and go to the store
it says the HP App is starting download.
