Windows 10: Microsoft Store slow download speed

As title says. I have done a speedtest showing 40 Mb/s download, but nothing I seem to do (yes have signed out, updated windows, reset and restarted the store, set my bandwidth limit to 100% in delivery optimisation etc etc) will boost it above like 10 Mb/s, there have been previous times when it has been 40+ Mb/s in the past. But recently it is just slow and painful. I am on a wired connection with my pc literally just running the store to update some stuff. Nothing about my pc has changed since being able to previously get high download speeds. Help please. Its very annoying to watch it jump around from 2 to 10 Mb/s

• The latest update I have showing is "2018-02 Cumulative update for Windows 10 Version 1709 for x64 based system KB4074588"
• I've tried all the below steps suggested by Eeshwar Kumar in this link: Why is Windows Store's download speed so slow?
• And also all by Jane La in the below: Microsoft Store Very Low Download Speeds

Some users have reported that they're experiencing some computer issues after installing KB4074588. In this case, we suggest uninstalling the said update by following the steps below:

• Press Windows key + i to open Settings, then select
  Update & security.
• Click Update history.
• Under Update history, click Uninstall updates.
• Highlight KB4074588, then click Uninstall (beside Organize).
