Windows 10: Microsoft Store/Xbox app game installation stuck at 5% despite the game being fully...

I recently moved to a new PC and so had to redownload Halo MCC. After some initial difficulty I left the download to complete and found it the next morning stuck on 5%. However, the full game had been downloaded and installed and was playable. The bar on the xbox app said 5% however the text description below said 79GB/79GB. A similar problem is occuring on the microsoft store except it is also downloading "DirectX Runtime" which seems stuck at 100%. When i cancel the installation on microsoft store it quickly switches to "this game is installed" on the store page before going back to this 5% fully downloaded state. I have tried resetting the store, force stopping everything and restarting my PC as well as uninstalling/reinstalling the microsoft store and nothing seems to be working. An update for the game is coming soon as far as I'm aware and when that happens I will not be able to update it if this keeps on happening. I have attatched photos of the store page and the xbox app to show the issue.

DiRT Rally 2.0 Stuck in Xbox app

Thank you Jeffrey,

I guess not need for step 2 as I won't run it as .ps1 script.

I tried the command, but the game is still stuck in the Xbox app, keep in mind that the game is not listed in Windows apps.
