Windows 10: Microsoft Surface 3- Stuck in restarting loop

Hi,I decided to reboot my laptop last night. I didnt want any files to be saved so I did a "going to take hours" reboot one.Everything went pretty well. It got to 100% and started preparing the windows kept shutting off and on, but i was told it was normal. Then I went to bed thinking it would be done by the time I woke up. I did not notice the laptop was accidentally left unplugged. Which meant that my laptop shut down in the middle of rebooting. :My laptop won't start now. It is in the restarting loop. I cannot enter the repair mode even after how many times I hard shut down the laptop. I
