Windows 10: Microsoft thinks i live in USA when im living in Turkey

I wanted to buy some minecoins in minecraft, after i entered my credit card number, i scrolled down to see it asking my for my state, and it was locked to USA. I cant buy anything like this, can someone help please? My microsoft account is set to Turkey, i dont know whats causing this.

You are using some VPN software?

Check your account settings: Log in to your Microsoft account and check your account settings. Make sure that your location is set to Turkey and that your billing address is accurate.

Check your region settings: Go to Settings > Time & Language > Region, and make sure that your region is set to Turkey.

Reset your location: If your location is still not accurate, you can try resetting your location data. Go to Settings > Privacy > Location, click on the "Change" button under "Default location", and enter your correct location information.
