Windows 10: Microsoft thinks i live in USA when im living in Turkey

I wanted to buy some minecoins in minecraft, after i entered my credit card number, i scrolled down to see it asking my for my state, and it was locked to USA. I cant buy anything like this, can someone help please? My microsoft account is set to Turkey, i dont know whats causing this.

Live in USA, Cortana thinks I live in Italy? Help?

Hey, all of my region time settings are set to automatically update to correct location and they all have me at my actual location, in AL, USA. If I go online and go to google maps or bing maps it starts me off right at home and is correct where I live.
I have location: home set to my actual address.

Even though all of this is set, Cortana thinks I live in Italy. If I ask what they weather is, she give me the weather for Italy. I don't see why she keeps doing this? any idea?

 

Microsoft Closing Down Windows Live and Zune Brands

Microsoft is reportedly killing off two of its service brands, Windows Live and Zune. The two will be restructured and amalgamated with Windows 8 and its store. Windows Live has been a collection of optional services bound to the MSN/Live ID for Windows 7 that provides communication (Windows Live Messenger), calendar/planner (Windows Live Calendar), contacts, photo-organizer; Zune Music and Video player join them on the chopping block. These services will be instead come to be known as:

• Microsoft Account (Windows Live ID)
• Mail (Windows Live Mail)
• Calendar (Windows Live Calendar)
• People (Windows Live Contacts)
• Photos (Windows Live Photo Gallery)
• Music (Zune Music Player)
• Video (Zune Video Player)
