Windows 10: Microsoft Visual Basic was not Detected

Hello, I need some advice regarding running the VBUSC.exe. When this is run as admin, it is expected to display the below message:Unfortunately, this success message is not coming up. Instead, the message that appears is: “Microsoft visual basic was not detected”. I am not sure where to find this missing component MS Visual Basic and install it, such that running the VBUSC.exe should display the "Success" message as shown above. We have a user in the company that uses a Software called "MicroStation V8i" - published by Bentley. When the user attempts to launch MicroStation, he receives the following error:





Initially I contacted Bentley support for assistance with this. Upon investigating, Bentley confirmed that this is not an issue with Bentley's licensing, rather it's purely a Microsoft Component issue. As the MicroStation version that the user is using is no longer supported by Bentley, they are unable to offer much assistance. They did however provided some instructions as detailed in this article. As per the instructions, downloading VBUSC.exe and running it as admin should resolve the above error. It actually worked for one of the users, and he is no longer receiving any error message when trying to launch MicroStation V8i. However, another user affected by the same issue is still facing the problem because the VBUSC.exe could not be run due to the message: “Microsoft visual basic was not detected”. The next steps mentioned in the article were also tried but did not fix the issue. So basically, I want to know how to install this MS Visual Basic component which is presumably the cause of all this. Once that is sorted, I think it should then be possible to run the VBUSC.exe to get rid of the above error.

Are you experiencing this problem when using Microsoft Visual Basic? Or when running any program unrelated to Visual Basic? In the mean time, try installing the latest Windows updates since an update for the Microsoft Visual Basic might be oferred. Running
the System File Checker and Deployment Image Servicing and Management command-utility tool might also help resolve the issue. To do so, follow the steps below:

1. Open the Start menu, type cmd, right-click on
   Command Prompt and select Run as administrator.
2. Input the following command-line and press Enter after each line.
   
   DISM /Online /Cleanup-Image /CheckHealth
   
   DISM /Online /Cleanup-Image /ScanHealth
   
   DISM /Online /Cleanup-Image /RestoreHealth
   
   sfc /scannow
