Windows 10: Microsoft Visual C++ Runtime Assertion failed line: 353 FiveM.exe

I had an issue where fivem wouldn't open when I tried to launch it. I tried completely removing and reinstalling but when I reinstalled the only thing that it would download was the FiveM icon and nothing else. It never downloaded the necessary files and now when I try to open the app all I get is this message.
