Windows 10: Microsoft wants a pin, in order to create a pin...

I need to create a pin to access a game I bought using my secondary Microsoft account. Using these instructions, https://support.microsoft.com/en-us/account-billing/signing-in-with-a-passkey-09a49a86-ca47-406c-8acc-ed0e3c852c6d I got this far:Signed in to my Microsoft account Advanced Security Options. this worked with my passwordChose Add a new way to sign in or verify. this worked fineSelect Face, fingerprint, PIN, or security key. I open these options. Then Microsoft pops up and "wants to check" if it's me, asking for a pin... I get stuck in an endless loop of nev

To resolve your concern about creating pin to your computer, we suggest that you follow these steps:

• Navigate to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC (click to get permission when prompted).
• Delete the contents of that folder (delete everything in that folder, but leave that folder and everything above it).
• Go back to settings, accounts, sign in options.
• Your non-working pin will now be gone, and you can just click 'add a pin' and set it again.

I need a PIN to sign in, but never created one and can't create one because I need a PIN in order to do so?

• Press the Xbox button to open the guide.
  
• Go to Profile & system > Settings > Account > Sign-in, security & PIN > Create my PIN.
  
• Enter a 6-digit PIN, and then re-enter the PIN to confirm.
  

If you've forgotten your PIN and can't access restricted console features, follow these steps:

• When you're prompted to enter your PIN on the console, enter any 6-digit combination three times.
  
• Enter your Microsoft account password when prompted.
  
• Select Make a new PIN.
  
• Enter a new PIN, and then enter it again to confirm.
