    Hi there in Redmond.

    Please let me tell you about something that might surprise you: In modern times, quite a many of us are living ex-pat life abroad, using Windows and its applications in another language than the official language(s) of our adoptive countries.

    But wait, shouldn't you know this already? I think yes, you should, but apparently you do not. As I think I am a good example of ex-pat users I am talking about, I will tell you something about my struggle with Windows localization.

    Coming from a bilingual environment I have two mother tongues, Finnish and Swedish. I live and work in Germany speaking German home with my wife and neighbors but using English as my main language, both at work and among my personal friends. All my computers at home and at work, mainly Windows rigs but also a few Macs and Novell Suse Linux machines, have the same "language and location" settings: Display language English, input language Finnish (its layout allows me to type all four languages without constantly switching layout), location UK & formats UK (only changing the £ sign to €).

    Although speaking and reading almost perfect German (official government tests, best possible result for a non-native speaker), I do prefer using English in my mainly UK-US-Irish-Scandinavian social circles. Instead of German dubbed TV I follow Scandinavian and UK TV with original audio tracks and only go to the movies in selected theaters showing original versions instead of typical German dubbed ones. Over 90% of books, magazines and newspapers I read are in English, Swedish or Finnish.

    That's enough background information. Why do you geeks in Redmond not understand that there are quite a many people like me, working and / or living abroad? Why does Bing in a new Windows 8.1 installation with English display language and location set to England by default show German search results? Why do so many Microsoft websites default to German pages, why can't you make a simple change in system and tell Windows and all its apps that wherever the IP shows the computer physically is, if the display language is not that of the country of the physical location, then all apps, web pages and services etc. should use the language user has selected? If the location set by user does not match with the physical location, it should automatically mean that all location based services should use the location selected by the user, not the physical location.

    Simple: Let user select in which language he / she wants all information, understand that not every user here in Germany uses German as main language, no more than for instance an American in China uses Chinese. Let user in Australia to get his / her news from India if so chosen by selecting location India.

    Also your online services should remember these things. Next time my Outlook.com shows everything in German when I use it on an Internet café with their PC I might just close that account and open a Gmail account instead; I have set my Outlook.com service to use English and it's this my personal selection you should offer me, you should not check in which country the PC is and offer the service using that language. The localized online services should always check which language user has selected in his / her settings.

    You have already taken a step on right direction with Windows 8: now I do not need to get a specific business edition of Windows to be able to use language packs, Windows 8 offers this possibility in every edition. Earlier it was always a pain you know where to buy a PC here with a German edition of Windows preinstalled, then order an English one online (surprisingly many vendors did not order an English install media for you even if you offered some extra money).

    Don't panic, you are not the worst. There are big companies doing it even more annoyingly, automatically redirecting to German pages here, to Dutch pages in the Netherlands and to Finnish pages in Finland, allowing to open pages in other languages only when a foreign proxy is used.

    Please do not decide for me which language I should use!

    Thanks for the full offline as I often drive abroad and had to revert to my very old Garmin... Not anymore with Drive 2.0 !

    Ich stamme aus einer zweisprachigen Umgebung habe ich zwei Muttersprachen , Finnisch und Schwedisch. Ich lebe und arbeite in Deutschland Deutsch sprechen zu Hause mit meiner Frau und Nachbarn, sondern mit Englisch als mein Haupt- Sprache, sowohl bei der Arbeit und zu meinen persönlichen Freunden . All meinen Computern zu Hause und bei der Arbeit haben vor allem Windows- Plattformen , sondern auch ein paar Macs und Novell Suse Linux-Maschinen , die gleiche " Sprache und Standort " Einstellungen : Display-Sprache Englisch, Eingang Sprache Finnisch ( das Layout ermöglicht es mir, alle vier Sprachen eingeben ohne ständig Wechsel Layout) , Standort UK & UK -Formate (nur die Änderung der £ Zeichen €) .

    Obwohl Sprechen und Lesen fast perfekt Deutsch ( offizielle Regierung Tests bestmögliche Ergebnis für einen Nicht- Muttersprachler ) , ich lieber mit meiner hauptsächlich UK- US- Irish -skandinavische gesellschaftlichen Kreisen Englisch . Statt deutsch synchronisiert TV folge ich skandinavischen und britischen TV mit Original-Audio- Tracks und nur zu den Filmen in ausgewählten Kinos zeigen ursprünglichen Versionen statt typisch deutsch synchronisiert diejenigen gehen .     Das ist genug Hintergrundinformationen. Warum Geeks in Redmond nicht verstehen, dass es ganz viele Leute wie mich , Arbeits-und / oder im Ausland leben ? Warum Bing in eine neue Windows- Installation 8.1 mit englischen Sprache und Standort auf England standardmäßig zeigen deutsche Suchergebnisse? Warum haben so viele Microsoft-Websites standardmäßig auf deutschen Seiten, warum kannst du nicht machen eine einfache Änderung in System und teilen Windows und alle Anwendungen, die überall dort, wo die IP zeigt der Computer physisch ist , wenn die Display-Sprache ist nicht, dass des Landes den physischen Standort , dann werden alle Apps , Webseiten und Dienste , etc. sollten Sie die Sprache Benutzer ausgewählt hat ? Wenn der Standort vom Benutzer eingestellt nicht mit dem physischen Standort entsprechen , sollte es automatisch bedeuten, dass alle Location Based Services sollte die Position durch den Nutzer , nicht die physischen Standort ausgewählt verwenden .

    Ganz einfach: Lassen Sie Benutzer auswählen, in welcher Sprache er / sie will, dass alle Informationen , zu verstehen , dass nicht jeder User hier in Deutschland Deutsch als Hauptsprache verwendet , nicht mehr als zum Beispiel ein Amerikaner in China verwendet Chinesisch. Lassen Sie Benutzer in Australien, um seine / ihre Nachrichten aus Indien bekommen, wenn so durch Auswahl Standort Indien gewählt .

    Auch Ihre Online-Dienste sollten daran denken, diese Dinge .     I don't think anyone could've said it any better kari!

    As for the local country language I completely agree with you! I just don't know if it will be possible depending on if there are country specific websites that are restricted therefore location would have to be determined by IP. That being said you should still be able to view it whatever your language.

    I always thought that language packs as a feature in 7 ultimate was a disgrace and it was as if they ran out of ideas other than including bit locker!

    The main principle in Microsoft's localization policy is OK: to offer MS services in user's language. It's the realization of this policy that has failed, as it is so clearly based on one simple thing, falsely considered as a fact: MS wrongly assumes that the user's language always is the language of the country the IP is physically located.

    One really good example of this is the Windows Store. As I told in my original post, my location in all my rigs is set to UK instead of the real physical location Germany, to assure that as many services as possible use English instead of German.

    In my personal billing data connected to my Microsoft Account I wanted to register and use two different credit cards, a German one and another issued by my Finnish bank. Setting up Windows 8 and Windows Store when location is set to UK, the billing details page lets me use only UK address and phone number and as these do not match with credit card information, it does not work.

    In order to set up an "ex-pat" Windows Store, I need first change the regional settings on Windows 8, set location as Germany and set up my German card. Of course, this page is only available in German. Next I change the regional settings giving location as Finland and do the same for my Finnish card. The page is available only in Finnish. Now, both cards set up, I change my location back to UK.

    Later I want to buy something from Windows Store. After deciding which card I would like to use, German or Finnish, I temporarily change the regional settings accordingly, do my purchase, return to regional settings and set location back to UK.

    All this only because I want to use one certain language on my Windows and that language is not the language of my country of residence.

    This really is a big thing for me and certainly to a lot of other ex-pats around the world. In todays ever expanding and integrating world Microsoft should not assume that the user's own language is that of the country of his / her residence.

    This really is too much! Screenshots below from my Facebook news feed today. Everything Microsoft related comes in German. What is important to notice here is that I have never "liked" or "followed" a German website or page of Microsoft / Windows / Windows Phone / Office. When landing in a German page while browsing, I always first continue browsing until I find the same page in English before clicking Like or Follow buttons. Also if I click Share on an English Microsoft webpage to tell my FB friends about an interesting article or page, the shared article comes in German in my FB post, linking to a German article or page.

    This same happens with Twitter and G+ when you start following or like a topic or page of Microsoft.

    Microsoft: Can't you really understand that having a German IP address does not automatically mean I prefer German language?

    Another one from W7 / W8 !!!!

    I have similar issues -- however I'm very disappointed that while even in W8 I could get the LIP (Language Interface pack) for Icelandic there aren't any issued for W8.1 yet. Having the LIP is fine with base install in English - Ms needs to understand there are many people who work in more than one language - and of course while English is universally understood in most of the Nordic countries there's nothing wrong in wanting a local Interface -- it was done in W8 and preceeding editions of Windows.

    I often work in Belgium too using Flemish / Dutch so being able to add that language too is fine from time to time -- we shouldn't need to have separate versions of Windows. (One can add Dutch without a problem actually).

    I also agree that the search language shouldn't depend on your IP address but should be user configurable.
