Windows 10: Miniatures don't show up when i try to open anything on any program

I recently upgraded to the 2004 version of window 10 and when I try to upload an image or video to any program browser, video editor, paint, etc. the thumbnail of nothing appears, nor the icons of the folders, and this only happens when i try to open something on a program, in windows explorer itself it loads everything normally.
it's even worse for the downloads folder that keeps loading for a long time and the files don't even show up for like 40 secondsno matter if it's 1 file or 300 files

I don’t think it’s the HDD because it happens on the SSD too

i've already done everything I found on google, the performance option to force show thumbnails instead of icons, resetting the icon cache, etc.

No programs will not miniaturize

I have the latest build. None of my programs will miniaturize. I click on the icon in the upper right corner, but nothing happens. Does anyone else have this problem? I really need some help.

Miniature Applications

Why would some of my programs open in miniature windows 10? I can change the screen resolution to view them better but I shouldn't have to do that. Even on this last Windows update another program application started opening in a miniature window! They
are so small you can barely read the wording. Thanks in advance for any help to resolve this problem.

 

Opening programs on a twin monitor setup

To further assist you, we suggest for you to follow these steps:

• Hover to the open application on the taskbar.
• You'll get a miniature Preview screen of the said application.
• Hover your mouse over the Preview screen.
• Right click on Restore.
• Re-hover over the same Preview screen.
• Right click on Move.
• Use the arrow keys to move the application on your desired screen/position.
