Windows 10: Minimized / Background Windows are "paused" since last update

Hi!Im using Win11 Pro Version 10.0.22621 Build 22621 22H2 on a Desktop PC. My specs are the followingrocessor: 11th Gen IntelR CoreTM i9-11900K @ 3.50GHz 3.50 GHzRAM: 128GB DDR4.GFX: RTX3060TIUsally when not developing I enjoy playing older games or MMOs which worked perfectly till the latest update.For faster access the games run in Window Mode so I can tap back in when I have free time most actions there are afk anyway.Before it worked perfectly even for days. Now it seems like minimized windows are completely paused causing for example chrome or other browser to stop in the back

Downloads pause if window is minimized

Normally, the download should not pause when the window is minimized. However problems might occur due to an app error or incorrect settings.

You may try the Windows inbuilt troubleshooter for Store apps and see if it works.



Go to Settings->Update & Security->Troubleshoot->Windows Store Apps->Run the troubleshooter.



If the troubleshooter is unable to find and fix the issue, you may try resetting the app. Please follow the steps given below to reset the Movies and TV app.

• Open the Settings app by pressing the
  Windows key and the I key together.
  
• Go to Apps->Apps & features->Movies & TV->Advanced options –Reset.
  
• Follow the onscreen prompts to reset complete the reset operation.
  

If resetting the app doesn’t work, you may try the troubleshooting steps given in the article below.

Downloads pause if window is minimized

Is it intended behavior for the Windows 10 Movies & TV app to pause downloads when the window is minimized? I'm not talking about during streaming. I mean downloading a movie file to the hard drive. Pausing the playback while viewing a stream when you
minimize the window momentarily makes sense.

Pausing a download in the same manner does not.
