Windows 10: missing boot manager in bios even after manual startup repair 0xc000000e

Get error code 0xc000000e on brand new windows install (at first reboot after installs and makes new EFI and MSR) and recent Win10 1903 upgrade. Sometimes blue/black screen with bcd missing or missing operating system message.


Have tried bcdboot, bootrec, bcd rebuild and making new, copying sys files and many other things.


Bios just won't show recreated UEFI bootmanager although both my drives show up also in diskpart.

Now can't boot windows on either of my drives. Prior to this had working dual boot across both drives.


Also have a ram disk error now where usb recue disks like Hiren's boot cd or Khyis rescue tools or gparted won't boot due to not enough ram memory error.


I know drives are good -ran chkdsk /f /r - no bad sectors. Memory also tested, no errors.


Switched btw ahci and ide and reinstalled a windows to test -either way same issue.


I think perhaps my drives have somehow become unbootable as this is what I see when I use diskpart, disk detail

Can't mark any partition as active as they are GPT - UEFI booting. Is there any other free tool other than gparted as can't load it, to check/change boot flag and see if that is the cause?


I am backing up data, last resort I think is to reformat drive (and retry install windows) - will this most likely make disk bootable again and windows fully installable in diskpart ? Hopefully I can just restore my other 2 windows boots once bootmanager fixed, to add them.


Please help as unable to use main pc.
