Windows 10: Missing D Drive after turning off bitlocker

I'm using Dell Inspiron 15 7570 with Windows 10 Home edition installed in C drive SSD. I have an external HDD D drive which was bitlocker encrypted according to what it displayed in the partitions application. In settings, I turned off bitlocker and from then, I can't see the D drive in My PC and I can't even see the bitlocker option in settings. So I'm unable to turn it on and hence my D drive is missing.

We suggest doing the following steps again to resolve the issue. To complete the procedure, make sure that you have the following information:

• You must be able to provide administrative credentials.
• The drive must be BitLocker-protected.

To suspend BitLocker Drive Encryption on an operating system drive, please follow the steps below:

• Click Start, click Control Panel, click
  System and Security, and then click BitLocker Drive Encryption.
• Click Suspend Protection for the operating system drive.
• A message is displayed, informing you that your data will not be protected while BitLocker is suspended and asking if you want to suspend BitLocker Drive Encryption.
  
• Click Yes to continue and suspend BitLocker on the drive.

I suggest you to perform below mentioned steps to disable BitLocker.

To disable BitLocker I would suggest you try the following steps and see if it helps.

• 
  Press Windows key + X and click on
  Control Panel.
  
• 
  Change View by from Category
  to Large Icons/Small Icons.
  
• 
  Click on BitLocker Drive Encryption and click on
  Turn BitLocker Off.
  
• 
  Follow on screen instructions. Click on Decrypt the Drive
  when the message appears.

How to delete D drive encrypted by Bitlocker without password or recovery key?

There's a Dell PC running Windows 10 in my office that a previous user had that they created an encrypted D drive with Bitlocker. The guy has left and nobody has proper contact with them.

I don't care about the data on the D drive I just want to delete the drive off the PC. Steps I have already taken are:

• Reinstall Windows
  
• Reset the PC with the options "Remove everything" and "Only drives where windows is installed"
  

When I chose the option "All drives" I get an error saying "There was a problem resetting your PC".

Can anyone provide instructions on how to delete the D drive encrypted with Bitlocker?
