Windows 10: missing microsoft security update KB2538243

I ran belarc testing on my computer stating that I am missing Microsoft security update KB2538243 and I can't figured out how to upate it.

Missing Security Updates for Windows 10 Pro


I have a clean install of Windows 10 Pro.

Belarc Advisor scan results show 2 missing security updates:

Q2538243 Important Microsoft security update (KB2538243)
Q2565063 Important Microsoft security update (KB2565063)

Windows 10 Pro update does not identify either of these as needing to be installed. Do these need installed and how do I download and install them manually?

Windows update fail: KB2538243

I have a new Win10 Pro (1809) computer (x64 based processor) for 2 days now. I had my data from my old computer moved over to this one, which was also a Win10 computer but it had been upgraded form Win7. (Not sure why I'm mentioning this - but you never
know if it will be important)

I now have a Windows update that will not complete: KB2538243: Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package (KB2538243) - Error 0x80070643. I have done a little research, but have found little. I tried to install
it manually and it will not work. Also ran the troubleshooter and that says there is nothing wrong. What is my next step?

 

Belarc reports missing important security update


My two-month old Win 10 computer (system 2 under "My Computers") is up to date on Windows Updates. Running Belarc Advisor today, however, showed I am missing KB2538243 (classified as "important"), and this alert did not appear the last time I ran Belarc on November 12. I've learned this update relates to a MS C++ 2012 Redistributable, and I find the two C++ files involved in this distribution were installed on my computer on Dec 7, concurrent with my installing Corel PaintShop Pro 2018. I feel it's quite likely the program required the files involved and is responsible for their presence on my computer. I am unsure how to continue, and I see the following two choices:

1. Ignore Belarc and continue using the Corel Program
2. Assume the update is really needed and download the KB2538243 from http://www.catalog.update.microsoft....px?q=kb2538243 The difficulty here is that four files are included in the update from the MS catalog:

   The two files installed on December 7 when the Corel PaintShop Pro program was added were: Microsoft Visual C++ 2012 Redistributable (x64)-11.0.6130 and Microsoft Visual C++ 2012 Redistributable (x86)-11.0.6130
