Windows 10: Missing stuff in system32

Hi, my technician reformatted my PC a few weeks ago and made it Windows 10 1909. But I noticed some files are missingpowershell.exe, optionalfeatures.exe, sfc.exe, etc.., so I figured I will just use the Windows Update, but even the windows update settings page is blankhttps://prnt.sc/gM-LreJTdk6G. I searched for hours on how to fix it but I nothing worked. Will the Media Creation Tool fix this?Haven't tried it yet, I'm worried my PC will lag alot

Option to search My stuff in Cortana missing

• When you say, "MY STUFF option or magnifying glass icon" exactly which option are you referring to?
• Have you made any changes to the system prior to this issue?

I suggest you to restore the system to the previous point and check if this helps.
To do so kindly follow the below given steps:

missing windows / system32 / configure / system?

ok so i ive just reformatted and while installing drivers my comp reboots and it comes up saying that im missing windows/system32/configure/system file or something... how can i fix this or do i need to reformat again and see?

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
