mmc.exe blocks device manager can't deactivate SmartScreen

    Dear Community,

I want to install my new SSD onto my computer. To do so, I need to open the device manager. When I try to open it up,mmc.exe blocks it.

    I came across several solutions such as this particular one;

    • Disable SmartScreen by Windows Defender and try to reopen the device manager.
      • Uninstall all anti-virus software in order to interact with the windows defender again.
      • Re-activate Windows Defender.
      • Disable SmartScreen

Unfortunately, after uninstalling Kaspersky I could still not run the windows defender. I then tried to "fix" my computer with Restoro's Repair Tool, which did not help either.
At this point, I find myself without any anti-virus programm and several dollars spent on Restoro - and, the problem still not solved.

Can somebody help me to activate my windows defender again / stop mmc.exe from blocking my device manager?

    Regards

    :)

    Smartscreen blocking an EXE

I do not get an option to save the password (nor would I think I would want that). What I am getting is the Smartscreen popup which states Windows Smartscreen prevented an unrecognized app from running. Saving a password would by pass a check so that does
not seem like a good idea.

Running as administrator did not change anything. Smartscreen still popped up stating it was an unrecognized app.

The application is Action! PC Football. I installed the game and it ran fine. They provided an update (which was a new EXE) and that ran fine. They have provided a newer update and that is the one getting the popup.

Since they are saying they compiled the code in the same way, why is Smartscreen flagging this version and not a prior one.

The FAQ did not help. It implied I was getting a message from a browser and it is from trying to run the actual program. The other suggestion in the FAQ was to disable Smartscreen. If that is the recommendation by Microsoft, then I fail to understand
why they provide a check they recommend disabling?

    Smartscreen blocking an EXE

I am using an application that when I installed it worked fine. The company sent out an update which was a new EXE which overlays the prior one. Now Smartscreen is displaying a message that the EXE may not be safe and I have to provide the administrator
password to run the program. I checked with the company and they said they compiled the code exactly the same. So why is Smartscreen flagging this version? And how do I get it to stop? I do not want to keep providing my admin password every time I run
    it.
