Windows 10: mmres.dll the mystery I'll probably never find the answers to

So Im digging through system resource files to see what I can find for putting together my own Msstyle, shellstyle, imageres and other UI/theme files. But when I get to mmres.dll I find that it has some .wav sounds in it so I start playing them and the last three files 3150, 3151 and 3152 won't play they seem corrupt and I've tried multiple extraction methods and numerous audio programs in an attempt to get them to play but I always get the same result. I've never seen or had any other dll file act or seem corrupt. so I figured I'd replace it and pulled a copy directly from a windows ISO image

The problem is, that the required DLL is not actually even listed there.
There are just dozens of download adware links from the top to the bottom.

Why don't I just go back and indicate that on my original post? That way there's access to the 'step-by-step' instructions, which are accessed via those green 'plus' signs next to the topics.

As an initial recommendation, we suggest that you disable your Startup programs to isolate the cause of the error. To do this, follow these steps:

• Right-click the taskbar and select Task Manager.
• Click More details.
• Go to the Startup tab.
• Right-click every listed program and choose Disable.
• Restart your computer and check if the issue persists.
  
• If the error disappears, enable one of the programs and restart your computer to check if the error reappears; this is to pinpoint exactly which program is causing the error. Do this for all Startup programs until you find the cause.
• Once you've found the program that's causing the error, you can then try uninstalling and reinstalling it.
