Windows 10: moniter wont come on and voice stating do not shut off computer

This is for my Sister-in-Law she did click on something she should not have. Her monitor is completely black, message popped up stating that she should not shut off her computer due to pc been infected with Trojan.slocker virus/malware. and then there is a number for her to call. I told her it was probably scam and to just shut the computer down. Well now she can not get the monitor on so I can not have her go into safe mode or anything. Can anyone help us so I can tell her what to do. She has a HP with a Samsung Monitor and is running Windows 11. Sure would appreciate it very much.Verna

So, i just recently got toshiba PC health moniter, and it wont launch. Any suggestions?

 

Can't get Youtube to show videos in Chrome

I haven't gotteen to this suggestion yet - but, I've shut down half my Extensions and, now, I get the voice of the Youtube videos - but still not the video. Thought this clue might help.

 

Moniter power up but fails to show anything.

Asus Moniter. Asus PBZ 77V Pro motherboard on board graphics.

I've removed the graphics card (EVGA GeForce GTX 1050) and the machine is now in it's original working state. Everything powers up but the moniter still goes black after the intial blue screen no signal message. Any further suggestions please?

With the PC running and no moniter I assume that a network dongle plugged into a USB socket should flash indicating a connection, yes? The USB socket powers up a USB drive but the dongle does not flash and the PC does not come up on the network. Does this indicate that the unit is not booting up?
