Windows 10: Monitor not off when sleeping and shows a solid background with the chosen accent color

Hi,
I see a solid background with my theme accent color on my monitor when my when my laptop goes to sleep. It does not happen 100% of the times but happens a lot when the computer goes to sleep on its own based on my power settings.

I would like the laptop to go to sleep instead of show a bright green screen. Has anyone come across this issue?

I also have an issue where the laptop is not sleeping properly and inconstantly.

1. sometimes I need to push the power button to wake it up.
2. sometimes I even breath in the room and the laptop wakes up.
3. sometimes the laptop will not sleep even if I close the lid.
4. sometimes the laptop will show a bright green screen instead of turning off the monitor.

How do i change the background of Lock Screen to solid color?

Reminder, i am NOT referring to the login screen. There is a regedit i have tried that people suggest, creating DWORD 'DisabledLogonBackground', and changed it to "1". Then go to Colors in settings and choosing accent color. This DOES NOT work, this changes
the background color of the Login Screen.

I see questions just like mine and all of Windows Employees and Independent Contractors are getting confused and giving us directions to change the Login Screen background.

 

A Solid Colored Background Blocks My Screen

A solid colored background blocks my screen out of the blue. It was the same color as the taskbar. I tried to get rid of it by putting my computer on sleep mode, and then waking it up in a few seconds. How can I stop that solid colored background from
blocking my screen out of the blue?

 

Can't change monitor backgrounds to solid color.

I have four monitors. One has a solid green background. The other three have a picture as the background. When I try to change them all to have the green background, it
temporarily shows them all with the green background. However, in a few seconds it reverts to the original backgrounds. I can't find anything that says "accept changes" like there is for the display resolution. There also doesn't seem to be a way to
change only one monitor. There was at some time or I wouldn't have the color/pictures I have. I can't find the way to do that now. This is Win 10 as an automatic update from Win 7 with many automatic updates since then. Any help would be appreciated.
