Windows 10: Monitor settings change after recent 1903 update

I read a ton of people have had this issue for several years. My issue just happened August 2019. Seems like after an update. On sleep or restart the monitor 2 settings only go to 1600x1280. I tried everything. Here is my stupid work around. 1. Delete display driver and restart with HDMI Monitor 1 only. After boot, switch the HDMI Cable on Monitor 1 to the VGA cable. The 1920x1080 stay on Monitor 1. Then unplug VGA from monitor 1 and plug it into monitor 2 then plug in the HDMI cable into monitor 1 again and now I have both at 1920x1080 until I reboot. The monitor 2 was no longer getting an image in HDMI until I plugged it in to another computer 2 that worked fine. I unplugged it and then plugged it back into computer 1 and suddenly HDMI port is working on computer 1 monitor 2. I switched monitor 2 back to vga for now and monitor 1 to HDMI. Not going to shut down. New cumulative 1903 update is downloading now KB4505903. Maybe this update will fix the issue back to normal. What I can't ever figure out is why there is a different update link for this last update. So many times in the past like now there is a secret update that you have to force to update. Why is my computer "up to date" when there is yet another update? Now it's asking me to "restart now" let's see if my monitors go back to goofed up.

Recent (Save Files) - Change Default Settings to OneDrive

Thanks for the return. Before I undertake changing the Registry, I have a question.
The steps in my Registry, for my version of Windows 10, were a bit different, but I think I eventually got to the right spot.
The last step is to change the number of places you want to list in Recent Places. In my case, the default Max Display listed 50 as the number. So, if I were to change that number, how do I know the Save As page will be one of those places? Or, a similar question, will this registry change delete the tab Recent from my Save As page? This is what I would like to happen.
When I received my computer in Nov. 2016, the Recent tab was not listed in the Save As page. Something caused it to be added over time. Which brings me to this second question. Would there be any benefit in deleting the changed registry listing and reverting back to the default listing? See attachment.
