Windows 10: Most apps and processes in Windows 10 on my PC are crashing on opening.

Since yesterday I haven't been able to open any apps such as notepad, sticky notes, snipping tool, guitar pro etc or complete any processes such as troubleshooting or uninstalling from control panel without these things crashing immediately after opening, often before properly opening. So I can't even uninstall something to see if a re-install would help. For apps I get 'Snipping tool has stopped working' For example and for processes like trying to uninstall from control panel I get 'Microsoft R Application Host has stopped working'. Microsoft Edge also doesn't open although Google Chrome seems to be the only thing I can find that still works normally.

I have attempted everything I could find online, such as restore health and scans in CMD, resetting apps from PowerShell and updating everything. Again I tried to uninstall apps too but the uninstaller crashes.

I should mention I think most of these apps were not downloaded from Windows Store.

I haven't downloaded any new programs or updated anything previous to this problem starting.

Any insights into what's going on here would be greatly appreciated as 90% of my PC use is through these apps and programs for my work, thanks!

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Mail app will not open on 10041.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

 

Windows 10 PC Crash when starting Steam and open GPU-Z

May I suggest you look at the PSU for under voltages on all rails. I am in the process of RMA on a Corsair HX850 that was giving low voltages and Steam was crashing since November 2016 and it took a long time to diagnose as it only crashed in Steam. Windows 7 installation became corrupt so I switched to W10 and problem still occurred. My 3.3v = 2.9v and showed up red in the Bios. 5.5v= 4.49v and 12v = 11.29v.
