Windows 10: Mouse and Keyboard absolutely refuse to work after Windows loads

Basically, my mouse and keyboard shut down as soon as windows starts loading in. They don't work in any port, they don't work after unplugging and plugging them back in, and they don't work on safe mode. They both work fine on the BIOS and on the windows recovery screen (the blue one with the options to open a command prompt, restore system, reinstall, etc). This started happening after I used the "Fresh Start" option of Windows Security since my pc was experiencing stuttering on games, video playback and had high cpu usage.

Its a new build i was trying to install my windows os

Thanks for your help my PS keyboard is working unfortunately my usb mouse/keyboard still do not work even after having my OS installed. How would i go about selecting to load the driver packages?

I have had this issue before luckily I have and old PS keyboard and mouse to use until windows loads. What version of windows are you trying to load? Like suggested make sure you have usb support on in the bios and you select to load the driver packages in memory when loading windws
