Unresponsive Mouse and Keyboard in Windows 10

• Pres Windows+X key on your keyboard.

USB Keyboard and Mouse not active on Startup Settings Menu

Hi I know this probably has something to do with having a UEFI motherboard/system but is there a way to get keyboard and mouse to work in the Windows Startup Settings Menu. I want to go to SafeMode and also disable driver signature. I can't do this since my USB keyboard and Mouse don't turn on until my OS actually loads up. Is there some Intel motherboard setting for this or is this a UEFI feature? If so how can I disable it so my USB mouse and keyboard work at startup THis problem also happens when I restart my computer. I cannot go into my BIOS settings unless I do a shutdown option and start the computer up again
