Windows 10: Mouse automatically scrolling, even when i turn off setting

Recently I've had my mouse been auto-scrolling in most windows. I thought it was just the inactive scrolling setting, but when I went to turn it off, it already was off. I tried fooling around with drivers to no avail. Used a different mouse, different keyboard, both wired, did not work. Updated my PC. Didn't do anything either. I tried reverting to an older version with yet again.... nothing. At this point, I am pretty confused. That's everything I could've thought of. Yet, windows being windows, none of it works. :l

Any ideas as to why this could be happening? Do I have to factory reset my hard drive? I literally just got windows a few weeks ago, and already having problems.... I mean come on already, this is just disappointing.

Arc Touch Mouse Not Scrolling

Hello Norman,

The Scroll inactive windows when I hover over them option might have been turned off that is why you cannot use the scroll pads. Kindly check if that option is turned off. You may follow these steps:

• Go to Settings, then select Mouse.
• Check if the Scroll inactive windows when I hover over them is turned off. If so, turn that option on.
  

If the issue persists, kindly uninstall the Arc Touch Mouse driver for the , then reinstall it.

How do I change scroll direction of a mouse NOT listed under Mice?

Thanks; yes, those are great directions and did work to change the direction of the wired mouse that came with the computer. But the mouse I'm using doesn't show up as a mouse in the hardware list, so I can't follow the rest of those steps. I need the mouse to appear on the list of mice in order to complete this sequence.

 

scrolling bad

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903
