Windows 10: Mouse click stays linked to current application

It's a bit hard to describe but for the last few days, after a while it seems like my mouse click stays connected to the currently active application.for example, if I have Steam open on one side of my screen and Chrome on the other, using chrome works fine, but if I move my mouse over and try to use Steam then nothing happens. the curser moves around fine but clicking on Steam does nothing. I can Alt+Tab and select Steam but when I click on it nothing happens and the window colour changes like I just clicked on something else, it's like the mouse click seems linked to Chrome, I can go back to
