Windows 10: Mouse cursor changes from finger to hour glass.

Whenever I place the mouse cursor over a folder within another folder, or over a file in any folder, the cursor changes from a finger to the hour glass and back again, sometimes two, three, or four times.

I don't remember this being normal. If it isn't, what might be the cause of this?

toolbar flashing in any window i open

since uprading to windows 10 , any window I open , the top toolbar is always flashing and my mouse cursor is always flashing with the hour glass.

 

Reset mouse settings in Windows 10?

I was recently trying to personalize my Windows 10 settings to my liking, although when I changed the way my cursor looked, I wasn't able to change it to the original settings. Now I have the longer cursor with the annoying (in my opinion) hour glass symbol.
Is there a way to reset my mouse settings? I was using the Windows 10 settings app. Not the control panel.
