Windows 10: Mouse / Cursor flickering constantly with the blue loading circle - Windows 10

Hi. Today I have noticed that my cursor is constantly flickering and loading even when no active programs are open. I have tried multiple methods to fix this issue but none have worked so far.I have tried:1. Normally restarting and shutting down my computer.2. Using Microsoft Configuration, changing the startup to "Normal" then restarting.3. Updating Mouse drivers using Device Manager.4. Trying to close any background programs running using Task Manager.5. Ran CMD command "sfc /scanfile" and "sfc /verifyfile" directed towards a file known as "ieframe.dll".I am not sure what else to try or how

• Did you make any changes to the computer prior to the issue?
• Do you get the Blue circle when you are working on a particular application?
• Which anti-virus program is installed on the computer?

Perform the steps suggested by ZMM2 on July 24, 2013 and check if it helps.

Blue circle constantly flashing alongwith cursor

Blue circle constantly flashing along with cursor since few days. Not getting any answers how to remove that. It is very irritating

 

Mouse constantly flashing with the little blue circle


So I just recently updated to Windows 10 on Sunday and now the little blue busy circle is constantly flasshing and it s driving me insane!!! Any suggestions on what this could be and how to fix it. I have already tried restarting, checked for updates on drivers and nothing is working any help would really be appreciated.
