Windows 10: Mouse cursor not looking normal

Mouse cursor has some dots on the side, please help

Mouse Cursor Looks Funky


I just noticed a few days ago that my mouse selection cursor looks funky. I dunno why it started to look this way, but it's really annoying. (It's really big and unintuitive)
Not only that, but it also looks funky when it's in "hand" state.
Thankfully, it still looks OK in normal state.
What should I do to fix that ?

Restoring 'normal' mouse cursor

After an auto-upgrade to Win10 v1803 of a Dell Inspiron N5010 laptop, the mouse cursor has acquired a feature that is NOT shown in the cursors available in the MOUSE entry in Control Panel. The feature is a short bar which may be vertical or horizontal,
that moves everywhere with the cursor. The cursor can be restored to normal for a while, by clicking on the DEFAULT button in MOUSE. That restoration does not survive a reboot, and may well last even shorter.
