Windows 10: Mouse cursor not visible and keyboard not responding during computer set up screen

I recently got given a pc. I went to reset the pc with the option to get rid of the files, after I chose the option where I'm wanting to keep the pc. After the computer reset itself it came onto the set up screen asking me to choose my region. On this screen I cannot see my cursor or use my keyboard. I have attached a image to show which screen I am on..

mouse cursor not visible on screen. Help.

 

Mouse not visible in Mouse and Keyboard Center

I use Microsoft Natural Ergonomic Keyboard and Microsoft Sculpt Ergonomic Mouse, The first is visible in Mouse and Keyboard Center, but not the mouse. The mouse
does work, however one of the reasons I have chosen this particular mouse is the additional settings in Microsoft Mouse and Keyboard Center, which I cannot use.

I have already uninstalled and reinstalled Microsoft Mouse and Keyboard Center. No improvement.

The mouse is on the list of supported devices and I'm surprised by this issue as I have never heard such a problem before. It is my second Sculpt Ergonomic Mouse.

Notebook keyboard, touchpad, and mouse fails to respond


Ever since I have taken this Dell notebook out of the box or not long after that, it has been giving me trouble with the keyboard, touchpad, and mouse. When I go to wake the computer from sleep or even turning it on after a night's rest, the keyboard, mouse, and touchpad do not respond to the computer. The cursor (if I am typing something) and the mouse pointer freezes up and it makes the computer not usable until it responds. The keyboard also has a backlit caps lock key. When this happens, the light on the caps lock key does not light up. I have ran tests on it from Dell and the program (Dell Support Assist) says that everything passed and there is nothing wrong. There is something wrong. A brand new computer from the factory should not be doing this. The notebook is a Dell Inspiron 15-3552. I don't have it listed in my specs yet.
