Windows 10: Mouse cursor

So this happened recently and I have spent all day trying to figure it out! My mouse cursor is constantly blinking with that hourglass symbol next to it signifying its "working in the background" I have researched it a ton and cant fix it myself. From what I've gathered there are a couple of ways you can deal with this. You can first hide it by changing the "working in the background" cursor to a normal one but it still blinks rather than showing the hourglass or you can find out what the problem is. The second is what I want. I've ran the trouble shooter and rebooted my system, reverted my operating system to an older version from like a month ago, even disabled all my programs and booted windows up brand new again... But it still persists! I cant get it to stop and its sooooo annoying! can anyone help me? It only appears when my mouse is in its standard cursor so not like the typing or hand one and it blinks in a pretty consistent pattern.

No mouse cursor

It is possible that the system did not recognize the mouse of your computer after it booted up. This can be the reason why you do not see the mouse cursor. Kindly perform a power cycle to refresh the power of the computer. To do this, follow these steps:

• Shutdown the computer.
• After shutting it down, remove the battery (if you're using a laptop) and disconnect the computer from the charger.
  
• Wait for 1 minute.
• After 1 minute, attach the battery and turn on the computer.
• Check if you will see the mouse cursor.
