Windows 10: Mouse double-scrolling when not moved for some time?

Occasionally, if my computer has not been restarted in a day or two, my mouse will take on a weird behavior where it will begin double-scrolling when the scroll wheel is only moved one click. This issue goes away temporarily if the mouse is moved, even slightly, but then returns after about a minute. It also goes away for a day or two when I restart my computer.This issue has been bothering me for months, and I have tried everything from killing extraneous tasks or overlays that might try to duplicate a scroll event, such as Xbox Game Bar, to reinstalling the mouse drivers countless times in D
