Windows 10: Mouse dragging and cpu usage increase

Hello guys anybody help me out I had cmd opening will booted and defender not starting now bro high cpu usage and while dragging mouse here and there i resetted it everything cleaned no backup and now everything good .No problem now my cpu is 0 percent to 1 to 2 % on idle windows no usage but soo I don't know why again only the cpu usage came again suddenly I don't know why even my i that by msconfig boot and number of processors mine is 8 now it's only showing 1 earlier was showing 8 now bro i want to know why I was seeing 1 percent cpu usage and what suddenly happend that changed my cpu usa

moving mouse cause high cpu usage for explorer.exe

I have the exact same problem. If i move the mouse fast enough CPU usage spikes. I'm assuming its 1903 related

In fact a few processes in task manager are using an abnormal amounts of power.

When the mouse isn't in use nothing. Now i can feel stutter in game. I have two monitors and can see the whole system isn't right. Any suggestion?

 

Increase in CPU usage on every app..

cently, after an update, the cpu usage on most apps increased. Mainly all the browsers, whenever I refresh a page, watch a youtube video on 420p, scroll down on anything, the CPU usage strikes and then goes back to normal. I don't remember the updates so I can't delete them, can someone help me? And in Opera GX, the CPU Slider doesn't appear all, I have no clue, why, here's an image for reference, I've tried completely uninstalling, repairing, nothing works.
