Windows 10: mouse error code 19 registry issue

So I have been getting this error code 19 shown below and is saying there is a issue in the registry. I am wondering how i can fix this or if i can revert to previous settings as I recently took it a look at it to check for something and I think I may have accidently tampered with the registry. Any help below is appreciated and No I don't think i have a restore pointo

Windows 10 Code 19 Registry Errors?

Hello all,

I recently upgraded to Windows 10 and found that all my USB devices and my own laptops keyboard/mouse (Samsung ATIV Book 9 Plus) were all disabled (I was able to navigate with my touch screen) - all were listed as Code 19 Registry Errors in my Device Manager.
I tried enable/disable and updating drivers (all listed as current), but nothing! It persisted in safe mode also. I ended up going back to Windows 8 where everything worked fine again! Any fixes or explanations?

You may uninstall the faulty drivers for keyboard or mouse by following the below steps.

Step 1:

Uninstall and reinstall the mouse and keyboard drivers.

I suggest you to try uninstall the Mice and other pointing device drivers check if it works for you.

Follow the steps to uninstall the Mice and other pointing device drivers:

  Press Windows Key + X key and click
  Device Manager.
  
• 
  Right-click on the Mice and other pointing device listed and expand it. (You may expand Keyboard also and perform the steps
